		<description><![CDATA[School officials say two factors are likely to blame for the unexpected decline in participation -- a &quot;loophole&quot; in a new SAT registration procedure and growing popularity of a lesser-known college exam, the American College Test.
Colleges now accept the ACT test just like the SAT yet if you take the ACT with writing you don&#039;t have to take the SAT and then 2 SAT Subject tests.  Years ago, the ACT was more popular in the Midwest than at the coasts.]]></description>
