The bodies in question are gatherings of diplomats who work for their own governments, not the United Nations. The diplomats are the ones who make the appointments (generally there must be some semblance of geographic balance is a group; or a leadership role rotates on a geographic basis over time . . . with much “negotiation” on top of that).
