Engineering schools have already seen an increase in enrollement since about 2007. Just get out of the way, de-claw patents, de-fund programs designed for larger businesses, enable small businesses to hire freely, and et voila, R. Himes will have created market incentives to go into engineering and high paying jobs all at the same time.
Himes should admit he has no clue how to create more engineering jobs. He should just get out the way and let the congressmen who have job-creation experience — generally Republicans — take the policy lead. (His Goldman Sachs experience will be helpful only if advice is needed on how to help Wall Street suck more money out of the government.)
